Cowell topped the poll of the most famous person in the world conducted on more than 1,000 children by Luton First, an organisation set up to promote the Bedfordshire town.
The Queen came in second, followed by God at third.
Moreover, talent show X-factor has also made it to the list of top 10 best things in the world, at the seventh place, while friends and family took top spot.
Being happy and being famous were named as the second and third best things followed by being healthy and being rich.
"This is the first year that friends and family have topped the best things in the world list, which often features being rich and famous, although wealth and fame are still in the top five," the Daily star quoted Patricia Murchie, from Luton First, as saying.
